Press Release

BISMARCK - The North Dakota Industrial Commission today approved amendments to the crude oil conditioning requirements as outlined in Commission Order No. 29398 in Case No. 29398. The amendments include the addition of a Commission-approved oil conditioning policy/guidance that will continue to ensure the safe transportation and marketability of crude oil.

The Commission published notice of the proposed amendments in early September 2018 and accepted written comments as well as held a public hearing regarding changes prior to issuing a decision.

In approving the new policy, the Commission stated, “After conducting over 60,000 vapor pressure tests and analyzing what has been learned over the past three years, the information shows that changes should be made to the frequency and time of year when testing takes place. The testing thresholds remain unchanged and will continue to be enforced for our citizens’ safety. These changes will allow for more efficiency in using the state’s resources. The public hearing process allowed for input from North Dakotans and the submission of detailed information which resulted in a policy that will improve our oil conditioning oversight.”

The Industrial Commission consists of Gov. Doug Burgum as chairman, Attorney General Wayne Stenehjem and Agriculture Commissioner Doug Goehring.
