The North Dakota Industrial Commission administers the lignite research, development and marketing program in consultation with the Lignite Research Council. The program is a multi-million dollar public/private partnership that funds research and development projects to preserve and enhance the development of North Dakota’s lignite resources. The program is funded from coal severance tax, coal conversion tax, and oil and gas tax revenues, with approximately $7.5 million available each year. Since 1987 when the partnership began, the state has invested more than $139 million in lignite research funds. Over 250 projects have received funding, with a total project value exceeding $2.5 billion.

Any person, corporation, partnership, cooperative, association, or consortium of such parties is eligible to apply for lignite research, development and marketing funding. Funds are required to be matched by private dollars. More information about the program may be found on the Industrial Commission’s website at: https://www.nd.gov/ndic/.
